Bring oiled birds to a rescuer: IBRRC reports 90% success ratehttp://www.ibrrc.org/index.html
If you live in an affected area and find even a severely oiled bird, please bring it to a wildlife rescue society. The procedures described by IBRRC are impressive and they report that they can rehabilitate up to 90% of birds brought to them. I love the flickr photos of the birds!
